Helen Rowe is a highly accomplished Chartered Engineer (CEng MICE) and Chartered Construction Manager (MCIOB), currently serving as Head of Highways (Assets). With extensive expertise in infrastructure asset management, Helen plays a leading role in overseeing the strategic maintenance and performance of critical transport networks. She is Chair of the ADEPT National Bridges Group and is widely recognised for her leadership within the sector. An award-winning professional, Helen was named in the WES Top 50 Women in Engineering and received the CIOB Motivational Leader of the Year Award in 2024. She is also an active mentor through the Institution of Civil Engineers, supporting the next generation of engineers. Passionate about sustainability, resilience, and people development, Helen brings a collaborative and forward-thinking approach to infrastructure challenges.
